An Office Created to End Weaponization Circulated a Claim It Could Not Check

Trump appointed intelligence chief Tulsi Gabbard, who created a unit to restore trust and end political misuse of intelligence. An officer who defended the unit testified that it wrote a pipe-bomb accusation against a CIA campus security officer into a memo without corroborating it, and the memo reached senior officials. Kerkhoff defended the Capitol on January 6 as a Capitol Police officer, her complaint says; prosecutors said she served on duty that day and testified in the resulting prosecutions before taking a job in CIA campus security. Trump later selected Aaron Lukas, the deputy who passed the memo to the CIA, to take over as acting intelligence director, Axios reported.

In late October 2025, investigative journalist Steve Baker contacted ODNI with information allegedly related to the identity of the January 6 pipe bomber.

The Best Defense: Passing a Lead to Agencies That Could Investigate

Erdman's defense was that ODNI coordinates agencies and could pass a lead to investigators even though its own unit could not investigate. He said staff consulted senior leadership and lawyers, and formal circulation was apparently canceled, but ODNI's principal deputy still shared the draft with the CIA. Erdman's coordination defense explains passing the lead to appropriate agencies; his account does not identify the later recipients or establish whether they had an investigative role. It does establish that a draft containing an accusation DIG had not corroborated reached senior officials across several agencies.

Searches, Interrogation and Two Weeks in Hiding

Kerkhoff alleges that the CIA put her on administrative leave and FBI agents searched her phone, car and house, then interrogated her for approximately three hours. Prosecutors acknowledge searches, surveillance and a polygraph, but dispute her claim that the house sweep lacked consent. She says threats forced her to hide for two weeks, although the CIA ended her administrative leave on November 19, 2025, and she returned to work two days later. Kerkhoff also alleges that after Cole's defense lawyers disclosed her home address, an anonymous person emailed her lawyer threatening to kill her. She says she paid for additional alarms, flood lights and cameras to secure her home against that threat.

Prosecutors said the FBI cleared Kerkhoff, and Blaze retracted its story. Cole pleaded not guilty and his trial was scheduled for February 2027; Kerkhoff's civil docket listed dismissal briefs filed October 5 without a decision. Judge Amir Ali had also rejected Cole's argument that Trump's January 6 pardons covered him and refused to dismiss the case on that ground, the Associated Press reported. Trump appointed Gabbard and later selected the deputy who passed the memo to take over as acting intelligence director. The case for impeachment is presidential responsibility for an intelligence leadership that spread an unchecked accusation against an American it was supposed to protect.
