The Family Invested; the Government Financed
Billions in Awards to Businesses the Sons Backed
Investment firms tied to Donald Trump Jr. and Eric Trump put money into at least 15 defense companies, which then received $3.2 billion in federal contracts, investments and loans, four Democratic lawmakers wrote on August 4, 2026, citing a July Washington Post investigation; $3.1 billion in future contract options is counted separately.1 In one case, ProPublica reported, White House adviser Peter Navarro initiated the request for a $620 million conditional Pentagon loan to a company Trump Jr.'s fund had backed, and defense officials then told staff to expedite it.2 The charge is that public money financed companies in the President's family's investment portfolios, and that his government has given no adequate account of how those decisions were protected from favoritism.134
The tie to Trump is his family's financial interest, his public backing and his own words. Trump Jr. is a partner in 1789 Capital, and the lawmakers said a second firm, American Ventures, counts both sons as investors.51 Trump announced a shipyard for a 1789-backed company himself.67 The lawmakers' letter, citing a July 10 Snopes account, quotes him saying his children "have inside information" in "almost anything they do" regarding their investment portfolios; it asks the Pentagon's inspector general whether officials shared nonpublic award information with investors.1

A $620 Million Loan and a $125 Million Agreement
ABC News reported that 1789 Capital invested in Vulcan Elements, a rare-earth magnet maker, during its August 2025 funding round.7 About three months later the Pentagon announced a $620 million conditional loan commitment; no money would be disbursed until due-diligence conditions were met, and the government would receive warrants in the company.82
The request came from Navarro, a friend of Trump Jr.'s, ProPublica reported; Trump Jr.'s spokesperson said he did not speak to Navarro about Vulcan.2 Of the dozens of companies the Pentagon was considering, Vulcan's was the only deal initiated by a top aide to the President, a Pentagon official told ProPublica.2 Vetting usually takes many months; staff finished this one in weeks because they were told it was a White House priority, its sources said.2 "The call came from the White House: We have to get this done," one person involved told ProPublica.2
ProPublica called the deal good news for Vulcan's investors, Trump Jr.'s firm included: estimates of Vulcan's value went from around $200 million near the time 1789 invested, a Bloomberg figure, to around $2 billion after the announcement.2 Vulcan's own posting of an Axios report put its August 2025 valuation at $250 million.9 These are company valuations, not cash paid to Trump Jr.; the size of 1789's stake is undisclosed.2
In September 2025, PsiQuantum named 1789 Capital among the new investors in a $1 billion funding round.10 On July 22, 2026, it announced an expanded $125 million DARPA agreement to test and evaluate its quantum computing hardware and software.11
New Awards, Unanswered Safeguards
Trump Backed Another Family-Linked Contractor in October
On October 6, 2026, Trump announced Anduril's Arsenal-2 shipyard himself, saying that "thanks to record funding from my administration, the Republicans in Congress, the US Navy is also contributing an additional $2.9 billion to support this shipyard"; ABC News identified 1789 Capital as an Anduril investor.67 Anduril describes a Navy contract worth up to $2.9 billion, paid against demonstrated production outcomes, alongside $3.7 billion in private investment, with the company carrying most of the execution risk.12
Anduril expects first Maryland operations in 2030.12 The contract buys the Navy intended industrial capacity; it also supports a company in the President's son's investment portfolio.127
Screening Employees Did Not Answer the Family Conflict
Asked about conflicts in awards to companies tied to Trump Jr., the Pentagon described how it screens its own employees. In a March 24, 2026 letter to Pete Hegseth, Senators Elizabeth Warren and Richard Blumenthal reproduced its reply: the "primary method" is the "diligent collection and review of financial disclosure forms for employees" plus a supervisor's review.3 They said the reply indicated the department had no controls against a different risk: officials favoring the President's family to stay in its good graces, even when they hold no investment themselves.3
In June 2026, lawmakers asked Chief of Staff Susie Wiles who directed Navarro's contact with the Pentagon, whether Trump knew of it, and what ethics review occurred.13 On August 4, four lawmakers wrote they had "repeatedly sought, and failed to obtain, an explanation from the DoD and White House" of how such awards were decided, and asked the inspector general to review awards since January 2025.1
On August 10, Representatives Jared Huffman and Robert Garcia said Vulcan CEO John Maslin had promised committee staff four sets of documents in April, including its anti-corruption policy, and had supplied none, leaving the committee without material to test his assurance that Vulcan received no political favoritism.4
Huffman's office also said committee Republicans voted down a March 2026 motion to compel Trump Jr.'s sworn testimony about whether he profited from his father's presidency; ProPublica separately reported that Republicans blocked an effort to subpoena him about the Vulcan deal.42
The Defense and the Charge
Independent Investments, Real Technology, Unresolved Favoritism
The strongest defense is that these are ordinary minority investments in capable companies, alongside other investors, with awards based on national-security needs.7 ABC reported that 1789 Capital put $50 million into Anduril's $2.5 billion funding round, a small stake in a company valued above $60 billion; the fund says its three-person investment committee excludes Trump Jr. and that he cannot decide its investments.7 ABC also reported, citing federal contracting records, that Anduril had won substantial government contracts under both Republican and Democratic administrations.7 Its lawyers argued that "political association is not a substitute for evidence"; a Pentagon official told ABC that "no company receives preferential treatment"; the sons' spokesperson denied any part in government decisions.7 1789 said it played no role in Vulcan's loan and learned of it only when it became public, and the Pentagon said it balanced speed with rigorous diligence.2
PsiQuantum's DARPA work began in January 2023, and it announced reaching the final evaluation stage in February 2025, before naming 1789 as an investor that September; it called the $125 million award performance-based.1110 Vulcan said its ten military contracts spanned multiple administrations and that its September 2026 Army selection followed technical specifications and customer evaluations.14 The goals remain future targets: Vulcan's factory, planned for 10,000 metric tons a year, was under construction, and DARPA on October 7 kept PsiQuantum among six companies under evaluation toward a 2033 goal.1415
Vulcan's intended supply-chain partner, ReElement Technologies, was part of the same joint Pentagon financing announcement. Huffman and Garcia said it withdrew from its separate $80 million conditional loan process in July 2026 after Pentagon due diligence raised serious doubts about its ability to scale, then received a new $25 million federal investment three days later.84
As of October 10, 2026, favoritism remained an allegation that the fund and the government denied: lawmakers had requested an inspector general evaluation, CNN said it had seen nothing showing 1789 tried to influence federal contracts, and ProPublica found it unclear whether the White House request was an order or a recommendation.1752 The denials do not separate the family's financial interests from government financing or answer the senators' criticism of the safeguards.713 Richard Painter, George W. Bush's chief White House ethics lawyer, told ProPublica that presidential aides should not intervene in agencies' contracting and lending decisions, particularly ones that financially benefit the president's family.2
Military Spending and Family Wealth Became Entangled
Trump's government committed a $620 million conditional loan, a $125 million DARPA agreement and a Navy contract worth up to $2.9 billion to companies backed by 1789 Capital, where Donald Trump Jr. is a partner, and Trump himself promoted the last of them.8111012567 This warrants impeachment scrutiny because the President publicly backed a family-linked beneficiary of military spending while his government's account of its safeguards left the family conflict unanswered.673 The charge is public financing that benefited the family's investments, without an adequate account of how those decisions were protected from favoritism.134
